Zelensky Declares Absence of Definitive Defense Guarantee from Partner Nations

President Zelensky has stated that Ukraine's partners in Europe have not given him solid assurances that they will protect his country in the event of a future Russian attack.

"I am asking this very question to every one of our allies and I have not received a definitive and straightforward response yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France signed a declaration of intent on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have yet to be solidified. The US, which has been leading efforts to halt the offensive, was reported to have abstained from signing such a pledge at talks in Paris on Tuesday.

Outcomes from the Paris Discussions

Following the negotiations in Paris, which involved some three dozen nations that comprise the group termed the 'Coalition of the Willing', UK Prime Minister Sir Keir Starmer said the two nations would "establish military hubs across Ukraine" to prevent any future incursion, while France's President Macron subsequently indicated thousands of troops may be sent.

Partner nations suggested that the United States would take the lead in overseeing any ceasefire. But the key issue of ceding land that Ukraine is being pressured to offer to Russia as a component of the settlement terms are continuing to be negotiated.

Moscow has thus far remained silent on the announcement made in the French capital.

President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about one-fifth of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the joint statement as "a vital part of our commitment to support Ukraine for the long-term".

He added: "It paves the way for the legal framework under which British, French and partner forces could function on Ukraine's territory, securing Ukraine's skies and seas, and rebuilding Ukraine's armed forces for the years to come."

The Ukrainian leader praised that agreement as a "significant leap of progress".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.

"But as long as we lack such security guarantees - formally ratified, supported by parliaments, supported by the United States Congress - this question remains unresolved. And should they materialize, you must ultimately depend first and foremost on your inherent capabilities."

Unresolved Issues and Ongoing Conflict

The Paris talks were also significant owing to the attendance of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on finalizing security arrangements.

Last week, Zelensky said a settlement was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukraine's military must withdraw from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.

The Ukrainian President has thus far rejected ceding any territory, but has suggested that Ukraine could redeploy its forces to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

Attacks have been escalating against cities in Ukraine - particularly targeting power facilities. Moscow is also achieving slow progress in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, though with more limited success.
